Every employer in the Grand Duchy of Luxembourg is subject to the obligation to establish, maintain, and make available to the Inspectorate of Labour and Mines (ITM) a technical safety register. The Luxembourg regulatory framework is explicit. The Labour Code (Book III – Protection, Safety, and Health of Workers), the Grand-Ducal Regulation of November 4, 1994 on minimum safety and health requirements for workplaces, as well as the guidelines published by the ITM (itm.public.lu), require every employer to identify, control, and document all hazardous installations and safety equipment in their establishment.
